How customs clearance is calculated in 2026
VAT is calculated from value + duty + excise. At the first registration — the pension fee: 3% up to 549 120 ₴ (≈ $12,240), 4% up to 965 120 ₴ (≈ $21,512), 5% above.
Excise = €50 × engine size (l) × age coef.; above 3000 cm³ — €100. Duty 10%, VAT 20%.
Excise = €75 × engine size (l) × age coef.; above 3500 cm³ — €150. Duty 10%, VAT 20%.

How is car customs clearance calculated in Ukraine in 2026?
Customs payments are excise + import duty + VAT. Excise depends on the fuel type, engine size and age; duty is 10% of the customs value (0% for EU-origin cars with an EUR.1 certificate and for electric cars); VAT is 20% of the value plus duty and excise. At the first registration a pension fund fee of 3–5% is added.
What is the age coefficient?
The number of full years from the year following the year of manufacture to the year of clearance: minimum 1, maximum 15. For clearance in 2026 a 2018 car has a coefficient of 7, and cars from 2010 and older — 15.
How much does it cost to clear an electric car in 2026?
Since 1 January 2026 the VAT exemption for electric cars has ended: VAT is 20%. Duty stays 0%, excise is €1 per kWh of battery capacity, and the pension fund fee at registration is not charged for fully electric cars.
Is duty charged on cars from the EU?
For goods of EU origin with an EUR.1 certificate of origin the duty is 0%. Without the certificate, or for a car made outside the EU (e.g. in the USA or Japan), the duty is 10%.
What is the customs value?
The price of the car under the documents plus the cost of delivery to the Ukrainian border. Duty and VAT are calculated from it; the pension fee — from the value in hryvnias at the official rate.
How is a hybrid cleared?
A hybrid pays a flat excise of €100, duty of 10% (0% for EU-origin cars with EUR.1) and 20% VAT. The pension fee at registration — 3–5% depending on the value.
Is the calculator accurate?
The calculation uses the 2026 rates and the official NBU exchange rate. The final amount is determined at customs clearance at the rate on the declaration date.
