Hi! My name is Andrii Kuzin. For many years I hosted a car show on the radio, and now I write articles and run a blog — about cars, roads and everything a driver should know to avoid wasting time and nerves.
Over my years on air I heard plenty of questions about transferring car ownership, and almost all of them came down to one thing: how to do it fast, without queues and without spending half a day at a service center. Today I have a clear answer — via Diia, Ukraine’s government app. So let’s skip the long intro and get straight to it.
What transferring a car via Diia means
It is a government service that lets you sell or buy a used car, motorcycle or moped right on your smartphone. Diia drafts the sale-and-purchase agreement itself, both parties sign it with Diia.Signature, and the MIA service center registers the deal without you having to visit. The new vehicle registration certificate appears in the buyer’s Diia, while the plastic card and plates arrive by Ukrposhta (Ukrainian Post).
The service has been available since 20 December 2023. Yet many drivers either haven’t heard of it or have heard but don’t believe it really works. It does. There were glitches at launch, but now the procedure is polished almost to perfection.
Why it is convenient:
Transferring a car via Diia in 30 minutes is realistic.
No queues, no trips to the service center and not even a face-to-face meeting. The seller and buyer only need a smartphone, the Diia app and Diia.Signature.

How it works: 6 simple stages
First, the short version so you can see the whole picture. I cover the details of every stage further down the article. The Diia interface is in Ukrainian only, so I quote button names as they appear in the app, with a translation in brackets.
- PreparationBoth parties install Diia, check their passport and tax number in the app and set up Diia.Signature. The seller must have the vehicle registration certificate in Diia.
- The seller creates the agreement“Сервіси” (Services) → “Водієві” (For drivers) → “Продати транспортний засіб” (Sell a vehicle), price, contacts — and the draft agreement is ready.

Stages 2–5 are the very 15–30 minutes I mentioned in the quote above. Stage 6, however, no longer depends on you — I explain why and how long it takes in the section on timelines.
Who can transfer a car via Diia, and who has to go to a service center
Now that the general scheme is clear, a fair warning: Diia is not for everyone. The service is for individuals, three vehicle categories and the first sale of the year. Check yourself against the table before agreeing on a deal.

It is all about taxes. The first sale of a car, motorcycle or moped in a year is tax-free. From the second one you pay 5% personal income tax, from the third onwards — 18%, plus the military levy.
It is the calendar year that counts. Sold a car in December — Diia is available again in January. Sold in January — until the end of the year you will only see a message that the sale is not possible.
Two more situations people often forget:
- Your registered address is in the temporarily occupied territories. Most likely it won’t work via Diia — even with an IDP certificate. First register a new address at an administrative service center (CNAP).
- One of the parties is abroad. You can sign the agreement from any country, but the certificate and new plates are delivered only to a Ukrposhta branch in Ukraine. A buyer abroad is better off keeping the old plates — I explain why in the section on number plates.
Where to download the Diia app
If you don’t have Diia on your phone yet, start there. The app is free and available in three official stores. Install it only from these: APKs from third-party sites put your data at risk, and Diia itself warns about this.

After installing, sign in with BankID or an NFC ID card and open the “Документи” (Documents) section: your passport and, for the seller, the vehicle registration certificate should be there.
Make sure to update the app to the latest version before the deal. An outdated version is one of the reasons the service won’t open or throws an error.
What to prepare in advance
Remember the first stage from the list above — preparation? It decides whether you finish in 30 minutes or stand next to the car all evening. Diia checks your documents in the app itself, and if something is missing, the service simply won’t start. Go through the checklist in advance.

- An ID-card passport or international passport in Diia
- A verified tax number (RNOKPP)
- A registered place of residence
- The digital vehicle registration certificate in the “Документи” (Documents) section

- An up-to-date phone and e-mail — your copy of the agreement is sent by e-mail
- No unpaid fines or enforcement proceedings

You can create it during the deal itself, but I recommend doing it at home, without rushing. You need to pass face verification — that is, turn your head in front of the camera — and set a password. You will then use that password to sign not only the sale agreement but any other documents in Diia.
The scheme: who does what in the app
So you don’t get confused about who presses which button and when, here are the same stages from the beginning of the article, broken down into 8 steps and colour-coded by role.

Note: the seller both opens and closes the deal. Until they add the final signature, the car is not yours yet, even if you have already paid for everything. I will come back to this moment when we talk about money.
In detail: what the seller does
Now let’s break stages 2, 3 and 5 from the short list down button by button. For the seller it all takes 5–10 minutes: Diia generates the agreement text and fills in the car details itself.
- Open Diia → “Сервіси” (Services) → “Водієві” (For drivers) → “Продати транспортний засіб” (Sell a vehicle).Alternative: “Документи” (Documents) → registration certificate card → three dots → “Продати транспортний засіб”.
- Read the welcome screen → “Далі” (Next). Diia will remind you once more that only a car, motorcycle or moped can be sold.
- Choose the vehicle if you have more than one.
- Confirm that you are the sole owner and the car is not wanted, not seized, and free of encumbrances and court disputes.
- Enter the price in hryvnias. No expert valuation is needed for the first sale, and the amount does not affect the service fee. I recommend stating the real price — it protects you in case of a dispute.
- Check your phone and e-mail. Your copy of the agreement will be sent by e-mail.
- Review the draft agreement: passport number, certificate number, VIN, price → “Підтвердити” (Confirm).
- Wait for the status “Дані підтверджено” (Data confirmed). This is the same automatic registry check I mentioned in the third stage. One driver who bought a car via Diia told me the agreement was created at 20:50, and by 20:57 the data had already been confirmed.
- Pass the agreement to the buyer: show the QR code if they are next to you, or tap “Надіслати посилання покупцю” (Send link to buyer) and send it via SMS or a messenger.
- Once the buyer completes their part and pays for the service, you will get a notification that the agreement has been signed by one party. Sign it with Diia.Signature — and the application goes to the MIA service center for registration.
Sometimes a technical error pops up at steps 3–8. Don’t panic: it is a connection or service glitch. Go back and tap “Спробувати ще” (Try again) — it usually goes through on the second attempt.
The agreement waits for signatures for a limited time: about 12–24 hours for the buyer after receiving the link, about 12 hours for the seller after the buyer signs. Miss it and the application is cancelled, so you will have to start over. Diia shows the exact deadline on screen — go by that.
In detail: what the buyer does
The buyer makes two key decisions — which plates and which certificate. The buyer also pays for the service. The parties settle the payment for the car itself directly, outside Diia.
- Scan the QR code with your camera or open the link on the smartphone where Diia is installed. The app will open automatically.
- Pass verification — confirm that it is really you.
- Check the car details: VIN, make, model, year, colour and price. If the car is nearby, compare the VIN with the plate on the car.
- Confirm that you have reviewed the car’s technical condition.
- Choose the number plate: keep the old one, take a new one or pick your own combination. This choice is so important that I gave it a separate section below.
- Choose the certificate format: digital only or digital + plastic. My advice — get the plastic one. You can’t do without it abroad, and smartphones like to glitch at the worst possible moment.
- Choose a Ukrposhta branch. The certificate and plates are shipped only by Ukrposhta — other postal operators are not an option here.
- Check your details and e-mail — your copy of the agreement will be sent there.
- Pay for the service by card, Apple Pay or Google Pay. The amount depends on the plates and certificate format you chose in the previous steps.
- Sign the agreement with Diia.Signature — just enter your password. Then it is the seller’s turn.
If the app kicks you back — say, while choosing a plate — the link won’t open a second time. Then the seller generates a new link or cancels the sale and starts a new one. It takes a few minutes, no need to wait for days.
Number plates: keep the old ones or order new ones
I promised to come back to plates — here we are. The rule is simple: if you want to drive off right away, keep the old ones. If you order new ones, you can legally drive the car only after collecting them at the post office. And that takes 3–10 days.

What to know before choosing:
- You can’t choose the region. New plates via Diia are issued in the DI series. Regional codes such as АЕ, КА or ХА are not available here: you choose the digits, and the system picks the letters.
- Many combinations are already taken. If you enter four digits at random, you can make twenty attempts without a single hit. My tip: enter the first 1–2 digits, for example “07”, and Diia will show a list of free options with prices.
- You can’t drive on the old plates after ordering new ones. It violates the registration rules and is subject to a fine.
- Kept the old plates — drive with peace of mind. Until the certificate appears in your Diia, keep the seller’s old certificate and the agreement with you.
- The seller’s personalised plate. A paid combination is not transferred to an unrelated person for free — the new owner pays its full price. Between close relatives it is done without an extra fee, but through a service center (HSC).
- A buyer abroad. As I mentioned in the section on restrictions, it is better to keep the old plates here. Otherwise the car will stand idle until someone collects the new plates from Ukrposhta.
How much it costs in 2026
As I said at the beginning, it is the same amount as at a service center: you save time, not money. The buyer pays — and only for what they order.

The car price in the agreement does not affect the service fee. Diia shows the exact amount on the payment screen. Check it before confirming: fees change from time to time.
How long to wait for the certificate and plates
Remember how I wrote at the beginning that the sixth stage no longer depends on you? Here is why. The deal in Diia takes 15–30 minutes, but after the signatures the documents are reviewed by a real person — an officer at the MIA service center. That determines when the car becomes yours in the registry.

Officially, the service center processes applications from Diia within a day and without days off (HSC). But real life interferes: during air raid alerts service centers don’t work, and at peak times the queue stretches to 2–3 days. A deal on a weekday morning with no alerts often closes in an hour or an hour and a half. One signed at 16:00 or on a Saturday may well wait until the next working day.
The storage period at the branch is limited — the box with the certificate says 7 days, after which it is returned to the sender. The certificate itself is no different from the one issued at a service center.
Where things can go wrong and what to do
I have already mentioned technical glitches and the one-time link. Here I have put everything into one table so you can quickly find your case. The good news: most glitches are resolved in a few minutes. But seizures and fines are best cleared before the deal.

The agreement is available in the app only for a limited time. Save the PDF sent to your e-mail — you will need it in any dispute.
When to hand over the money for the car
When walking through the scheme, I promised to come back to the seller’s final signature. Here it is — the fairest moment to settle up. The money, the keys and the old certificate change hands at the same minute. And that makes sense: the Diia agreement states that ownership passes to the buyer from the moment of signing.
Until registration at the service center, the car is still listed under the seller in the registry — and, as you already know from the section on timelines, that can take 2–3 days. If during this time the seller’s property is seized — over debts or fines, including those from the TCC (military enlistment office) — the re-registration will be rejected. Then you will have to agree with the seller to quickly resolve their issues and go to the service center together with you.
How I recommend reducing the risks:
- Check the car before the deal by VIN or plate number: registration history, wanted list, fines, encumbrances.
- Split the procedure in time. The seller creates the agreement, and the buyer signs their part in advance. The seller’s final signature happens next to the car, when the keys are already in your hands. Just remember the timer I described in the seller’s section.
- Get a receipt. State the amount, currency, make, model and VIN.
- State the real price in the agreement. There is no tax on the first sale, and the amount does not affect the service fee.
- Keep an eye on fines. If you are already driving the car while registration is still in progress, a new fine may become grounds for refusal.
While the agreement is being processed, it can still be cancelled. That is why Diia is ideal for transfers between relatives. In a deal with a stranger, it is better to plan the moment of payment in advance.
Frequently asked questions
I have collected the most common questions here. Some answers briefly repeat what was said above — that is for those who scrolled straight down.
Do the seller and buyer need to meet?
No. The seller sends a link via a messenger, and the deal can be completed even from different countries.
Can I sell a second car in the same year via Diia?
No. The second and subsequent sales are taxed and processed only at a service center. Buying via Diia, however, is unlimited.
Can I keep the old plates?
Yes. A car transferred via Diia doesn’t have to get the DI series — that is just one of the options.
When can I start driving?
With the old plates — right after the deal. With new ones — only after you collect them at Ukrposhta.
Can I transfer a car to a relative?
Yes, using the same sale-and-purchase agreement. The “one sale per year” limit applies here too.
Do I need a plastic registration certificate?
In Ukraine the digital one is enough. But for trips abroad and in case your smartphone fails, I still recommend having a physical one.
What happens if the buyer doesn’t sign the agreement?
Once the time runs out, the application is cancelled and the seller has to create a new agreement.
Can I register a car imported from abroad via Diia?
No. The first registration of an imported car requires an expert inspection and is done only at an MIA service center.
